請先看這句：
One of my friends is going to Taiwan next week.
→「one of」結構通常帶plural noun。
不過，將上句再分析：
One （of my friends） is going to Taiwan next week
（of my friends 是 prepositional phrase 作後置形容詞，此句的subject是one，此句的subject不是one of my friends）
→「one of」結構通常帶plural noun但singular verb。
請再看這句，是「one of」+ plural noun + 關係代名詞子句的結構：
She is one of a handful of women who have/has climbed Everest.
在這句，應用have還是has呢?
參考Michael Swan的Practical English Usage（第529項，在第522頁），他說，have較正式，但has也可以，他沒有解釋為何如此．含義是usage如此。
對Michael Swan的觀點，並非每位學者都持相同見解，學者Anne Stilman在其著作 Grammatically Correct 第218頁列出一些 problem phrases，Stilman的看法和 Swan不同，她認為
Horatio is one of those people who (is, are) late for everything. 在這句應用 are。
Albertine is the only one of the guests who (needs, need) a lift. 在這句應用 needs。
關於Horatio is one of those people who are (NOT is) late for everything.
她說：The key to understanding this undeniably tricky construction is to realize that there is more than one subject here. (A sentence is not limited to one.) Effectively, this sentence is saying two things: There are some people who are late for everything, and Horatio is one of them.（她認為，無可否認，這種結構很難處理，這句應解作有些人每事皆遲，而Horatio是其中之一，who指的是those people，故應用plural word are。）
關於Albertine is the only one of the guests who needs a lift.
她說：Again, there are two subjects here, but the focus is different. Effectively, this sentence is saying that there is one guest who needs a lift, and that one is Albertine. It is not saying that there are guests, plural, who need lifts. （她認為，這句的結構雖然和上句相似，但焦點不同，說的是客人之中只有一位需要搭便車，這人就是Albertine，who雖然放在guests之後，但說的不是guests而是Albertine，故應用singular word is。）

But your first sentence isn't very natural. Usually we use "people" instead of "persons" -- but I can't make that sound natural.
